Show us the law: https://malegislature.gov/laws I get zero hits on the keywords "skydive" or "parachute". All hits for "flotation" involve watercraft. Are you sure it's not just a drop zone rule, rather than a state law?

Maybe he just saw a hot chick in leather on a bike and was looking for any excuse he could find to get a closer look at you.

Maybe it's not really worse than others, just more visible because it had a lot of stuff to suck up in the air. And as a skydiver, that's preferable to an less visible one, because you can see and avoid it. Pretty impressive though.
