The House floor vote on the air traffic control privatization bill that was scheduled to take place last week was postponed. That's good news, since it means that the proponents of ATC privatization don't have the votes to pass the bill. That also means that the members of USPA and other general aviation groups who have been calling their Representatives in opposition to the bill are having the desired effect. But we can't rest; the House Transportation Committee Chairman has vowed to pass ATC privatization, and that means the Congressional deal-making and arm-twisting are in full force. So the bill is likely to be put back on the House calendar for a vote, whether next week or a few weeks or a couple of months. FAA's current "first come, first served" ATC policy will be eliminated, degrading service to skydive operators. Decisions affecting airspace and ATC procedures will favor airline efficiency and penalize skydiving operational and airspace needs. Drop Zones could lose airspace. A forced landing in an airplane is nobody's idea of a good time. If you were in an airplane that suddenly lost power at 300 feet, would you be ready? While a successful outcome will largely depend on how your pilot handles the situation, each jumper also has a responsibility to properly prepare for every takeoff. That means properly loading the airplane by sitting in an assigned spot, wearing a correctly adjusted safety belt and fully securing your helmet. And this all needs to be done before the airplane begins to taxi. If the airplane loses power at a low altitude, there will only be seconds to prepare for a forced landing. USPA has joined a coalition of 15 general aviation associations in letters to Congress in strident opposition to the Trump administration’s proposal to privatize air traffic control. The Trump budget, released last week, proposes to end air traffic control as a government function of the Federal Aviation Administration and convert it to a private corporation. All general aviation groups are opposed to the concept, which grants airlines a majority position on the private board that would run the corporation. An airline-driven board could be expected to make decisions that would favor airline access to airports and airspace over general aviation access. Currently, FAA air traffic control is based on a policy of first-come, first-served. A privatized ATC could also be expected to push for user fees on operators who use the ATC system, including jump operators. “The general aviation community has very real and long-standing concerns, which include but are not limited to user fees,” said the GA group in a letter to the chairmen and ranking minority members of the House and Senate transportation committees and their aviation committees.
