I live in the Midwest where a lot of real farms eventually turn into malls and business parks. Real estate taxes are based on the value of the property as it is currently being used - not the potential use. I don't know that it is 'unfair' that someone rents cows or bees to get a lower tax rate on an undeveloped lot. I have read enough articles to feel there isn't an absolute truth that will reveal itself to a researcher. It is also difficult to find an unbiased account (if such an account exists). You can have fun worrying about something that has never happened in recorded history. I'm not saying chasing toilet paper in a Cessna is a bright idea. It isn't particularly safe, but not because of the concerns you mentioned. Most pilots I know would not do this because they might lose focus on other traffic in the air and/or the abrupt maneuvers stressing the airframe. If you could provide a single instance in the history of flight where any of these scenarios ever happened, you might have a point. OTOH, it is easy to creep into aerobatic flight chasing toilet paper and exceed the design limitations of the plane.
